This course is based on the Security Hazard and Effects Management Process. SHEMP Risk Based Planning is a formal method of decision-making that ensures the objectives of the operation are reached in the safest possible way. It can be described as history-dependent as it is reinforced with intelligence and intelligence records of previous action and criminal methods of operation. The strength of The Security Hazard and Effects Management Process is the methodology it provides for structuring and modelling a situation whilst identifying the risk for each operational stage. It then ensures that all hazards can be brought to as low a risk as possible by using controls.

When combined with the procedures of planning and intelligence SHEMP produces the safest method of operating for any hazardous situation and can accurately predict the options open to the aggressor.
